|
In order to facilitate an effective implementation of the Sino-Italian Development Cooperation Programmes, a Programmes' Implementation Unit (PIU) has been established and will remain in operation for the duration of the Programmes.
In compliance with the relevant intergovernmental regulations signed between the Chinese and Italian side, PIU is in charge of
- Spreading information regarding the Programmes objective and strategy to the Provincial Department in charge of relevant sectors (Ministry of Health - MOH, State Administration for Cultural Heritage - SACH, State Environment Protection Administration - SEPA) and final beneficiaries;
- Providing Technical Assistance to the final beneficiaries to prepare, revise and standardize the Projects;
- Coordinating and monitoring the implementation of the Projects;
- Liaising the Chinese provincial and national bodies with the Procurement Agents and the Italian Embassy;
- Preparing all necessary reports, keeping documents and evaluating the Programmes' ability to reach their objectives for MAE/DGCS.
In order to guarantee the ownership of initiatives, a Chinese expert has been designated as director of the PIU and is now responsible for the overall management of the Programmes and for the tasks attributed to PIU. Moreover, for any Programme, the MAE/DGCS has designated Experts to the PIU to assist and give technical support to PIU and, if it is the case, to mobilize Italian expertise. The experts are in charge of monitoring of the Programmes on behalf of the Italian side.
